I've used a big-ass flatblade screwdriver and wedged it sideways 
(perpendicular) in between the part of the hub that sticks out and one of the 
Allen bolts.  You use the screwdriver to give you leverage and keep the hub 
from turning against the Allen wrench.  It also helps to over-tighten the 
belt a bit, that seems to help too.
