No.

Wrong. All pre-1981 U.S. WC CIS Rabbit/Sciroccos had
80mm. Both of my 1981 Sciroccos came originally with
the tiny 60mm sensors. VW's motivation for doing this
I believe had to do with the fleet mileage averages
for EPA . . . Then they switched back to 80mm by
1983.5.
