Wet Seat belt .help!

Hello,

Well I started my car this morrning only to find myself straping into a
very wet seat belt.. WHY THE HELL IS IT WET????????? + I NOW HAVE A
SMALL POOL OF H20 IN THE LEFT SIDE OF MY TRUNK... WHY?????? 
- Man I'll tell ya, just when you think everything is going great shit
like this has to happen...
