Re:Euro Headlight Question.

When the lights are on low, the outers are bright and the inners are dim(but 
still on) and vice versa on high. Either way, oncoming traffic thinks that I 
have my high beams on. I plan on eventually wiring it correctly, but would 
it be bad if I just connected the  outers and left the inners unplugged? 
Went to Scirocco.org and it appears to be more of a job than suspected.
