My Car is Stuttering...

When I am driving my car starts jerking and stuttering. When this happens I 
hear a relay clicking on the fuse panel. The clicking is coming from the one 
of the two relays on the far left of the panel. I believe this is the fuel 
pump relay or the load reduction relay. It happened a few days ago only once 
or twice, so I really didn't think too much of it. Now it happens all the 
time. What is going on here? Is one of these relays bad? Or is it something 
more complicated?
