hesitation at low rpm's

it happened again today... (last time it happened was months ago)

i started the car and drove out of the parking garage. the moment i came to 
a stop, the engine almost quit. then i put the trans in first, started off 
and it felt sloggish and was hesitating like there was low fuel supply.. 
but as soon as the engine rev'd past ~3K it seemed to run fine.

almost everytime i came to a stop the engine would almost quit. upon 
acceleration, it would seem to hesitate until i hit ~3k.

i parked the car, went to lunch, came back.... no problems.

what's going on?

i don't think it's the fuel pump - i had replaced the internal one (the 
external is not making any strange noises)..
