  it is cruise. sound like the po took it out partially or maybe tried
to install it. you can also check under the dash on the driver's side to
see if there's a a little silver computer box for it. if you don't want
to keep it on your car, theres a tutorial on my page on how and what to
remove. if course, it sounds like you have a good start on installing
cruise.
