Josh, I could be wrong but it sounds like your load reduction relay or 
wiring to said relay is screwed up. I dont know the position on the fusebox 
for a MKII load reduction relay. Is the radio stock? If it is then I doubt 
it is directly related to your wipers and blower. Check the wiring and relay 
as per Bentley. It could be that your radio is wired to the rear defroster 
which aslo runs through this relay. This would onlyy apply if the radio is 
not stock or the wiring has been changed from factory wiring. HTH
