Non-Roc - A2 Camber

So I help my neighbor replace a front wheel bearing in his 91 Golf yesterday
(well, I turn wrenches, he smokes cigs.) and I notices that it did not have the
eccentric camber bolts in the lower strut-to-wheel bearing housing mounting hole
like the A1's have.  So is the camber pre-set on these cars, or is there some
other adjustment I didn't notice?
