I would dissagree at least in my cars particular application . 

I have a bone stock unknown mileage 2.0 16v that came out of a Passat that 
was burned to a crisp . I did remove the AC and Power steering but did keep 
the heavy pully on the crank cause I couldnt find a light one right away . 
Now the only thing done is  a TT 2" race downpipe and 2.25 exhaust .
Dyno results are 126 to the wheels , now using the formula Jonas gave it 
comes to about 151 HP to the crank .
 Seventeen HP does seem high but I will say we ran several cars that day and 
the stock ones were within 10% of manufactures specs so there was some gain I 
know for sure .
