There are no 'gears' in an electric VW fuel pump, BUT they are
cooled and lubricated by the flow of gas through them. Run dry
and they can fail, maybe not the first time, or right away but it
does put a wearin' on them.

The car should be diagnosed to see if fuel is reaching the
engine, is there spark at the plugs and is there any air leaks
that could through off the air to fuel ratio.

In order to do this it will be very useful to have the Bentley
for both the Scirocco AND the Cabbie that the engine came out of,
moreso the 1st than the later.

The electric fuel system uses an electrical relay to drive the
power to the pump itself, these can be a point of failure, and
jumpering around it is a good thing to try.

Also test for a good 12 volts back at the leads as they plug into
the pump.

Keep the questions coming, it's good to get back to talk of
wrenching again.
