No Subject

Hey guys!!
I got some euro lights from a friend of mine today. I hooked them up and 
they don't work right. when the brights are on the low beam is on but its 
very low like the is a bad ground. is there some thing i'm doing wrong? Is 
there a relay or something that i need??? \
