LAGgin' until 3,000 rpm

I just bought a 16v last weekend and  put 1000 miles on it to get it home. 
it ran fine. today it doesn't want to start off in any gear unless the 
engine's at 3,000 rpm and i've found the oil to be a quart low after 
checking and adding it twice since last weekend. The person i bought the car 
off of said they changed the head gasket 2k miles ago and inspected the 
engine and said it looked good. could this be just a timing, vacuum or 
sensor problem.
