I never saw any of the 13X5.5 wheels on a Scirocco at
the dealer in the years that I hung out waiting for
the Scirocco GTi (1977-1981). [that don't mean that
there wasn't any]

I actually saw one for the first time earlier this
year (but not on a Scirocco).

Weird.
