Actually, I've seen a Yugo that could possibly do 190 (for real).
It was a full-tub drag chassis with a 450 Chevy in it and rear tires that
were so wide they almost touched each other! With the short wheelbase, they
won't let him run full 1/4 mile drags (he claims it would do fine), so he
has to stick to 1/8 mile races. I don't remember times, but I remember them
being FAST.
His wife uses it as the summer daily-driver to/from work. He says that it's
very well mannered since the engine isn't very heavily modded. The car is so
light that more power would probably just make the car more difficult to
drive, and not really any faster. I think he was somewhere in the high 300hp
range.

You can get a Yugo to go 190 mph.
Fill it with cement and push it off a 40-story building.
Use a stopwatch to time it.
