When that happened to my 84 8V, there was also a grinding noise.
Since the motor/regulator/cable is one unit, I had to replace it. I new
unit costs Can$550 at the dealer, so I found a used unit at the shop
where I go now, for Can$90, and installed it myself. That was 4 years
ago.

That one I have no idea, I do not have power locks in the Scirocco.
But I do in the 96 Jetta GLS, and one day the passenger side lock
would immediately lower all four windows. The microswitch in the
mechanism was defective.
Fortunately for me, there were 2 months to go on my warranty, so the
$350 bill was paid by Volkswagen.
