IF you can't pass, get a waiver. You then have two years now to fix it.
Get a shop to write an estimate exceding I think its 300 dollars. Then
go to the registry with that and the second failed emissions test slip
and your golden for two more years! Just get the shop to say you need an
engine rebuild. I had to do this for my old 16V.
