Horn & Turn Signals on same wire Was: New Air Dam Install tips needed pls

But,

My horn wires send no power,
The Turn Signals don't work,
The Emergency Flashers do,
A fuse was found blown and has since been replaced- may have been #8,
the back up lights are not affected.

Car is an '81, (12/80) has no A/C, and seems to have been a California
car.

Go figure,
