Actually, if you have ever spend any time driving on the Autobahn, the
practice of flashing the high beams is not only legal, but quite
effective when notifying a slower vehicle that you intend to pass. 

But then again, im no expert and haven't been there since 88' so the laws
could have changed since then but I highly doubt it. 
Perhaps Dirk will be kind enough to enlighten the bald one further? LOL!
