84 rocco gastank recall?

hey ya'll, did the 84 roc ever have a gastank recall?  a buddy of mine
has one, and the tank seems not to want to hold its precious cargo for
too long...
	
	i've been looking at the alldata site
(http://www.alldata.tsb.com/TSB/62/84620408.html), and there is one line
that lists something regarding the fuel tank, but not if it is a
warranty issue or not.  any info is much appreciated.  thank you.
