2.1 or 2.2?

I have a question that I posted and I may have missed the answer because I didn't see the any response.  A 1.8L to a 2.0-2.2L needs to be clearanced, stroked, etc.  But, a 2.0L to a 2.1 or 2.2 is just a bore job, right?  Or is it anytime you go up 200 cc or more it needs to be clearanced and stroked.  So, 1.8-1.9 bore, 1.8-2.0 clearanced and stroked and bored.  2.0 to 2.1 bore, 2.0 to 2.2 clearanced, stroked, and bored??????
