What the deal with the throttle restrictor plug?

Hey, never had a mk1 before, and I noticed this 1.6 had a round
plug restrictor in the primary that cut the intake like in half!!  Whats the
deal?   Low rpm emissions sucked?  Too much air?

My A1 gti 1.6 didn't have one I don't recall.  (course that was 3rd hand)
