Emissions.

I'm trying to get my 87 rocco 16v 2.0 to pass emissions. I have an empty
cat, new bosch 3 electrode plugs, new cap, rotor, air filter. I found
and fixed 12 vacuum leaks, yes I meant to type 12, previous owner didn't
do a lot of maintenance. I had my CO at idle set by a shop with a gas
analyzer. Now my CO at idle is at 1.39, the limit is 1.20, it was at
.80 before fixing the last leak. I'm not too worried about that since
it's just the 3 mm adj. on the fuel dist. The hc's at idle are at 675,
I'm thinking I gotta have bad plug wires, anyone got resistance specs on
these? My timing is set at the stock setting and the car runs excellent.
The only other thing is the O2 sensor, the guy who set my mixture
(german car specialist) said it was working fine. At $110 I'd rather not
replace it if I don't have to (3 wire, heated, motronic),  the wires are
about the same price but if I need 'em I'll get 'em.  Any help/ideas
would be appreciated..
