RPM dive & exhaust rattle

ok, 2 questions:

1) while i was driving around today, my rpm took a dove then shot back up.
i thought nothing of it since i had a fuel pump fuse problem before.  but a
couple of moments later, my car stalled forcing me to pull to the side of
the road.  when i tried starting it up, it would crank but wouldn't catch a
bit.  it's not the fuel pump fuse.  i was thinking of the gas pressure
valve (?) on the gas tank.  any ideas?

2) when i accelerate, sometimes i get a rattle coming from underneath the
shifter.  when i had the car up on the lift, it seemed like the downpipe
was too close to the sway bar.  could this be a result of a flexed downpipe
or could it be worn motor mounts?
