Scirocco recall

Anyone know the range of Sciroccos who qualify for the heater core recall?

I have the water dumping in passanger compartment problem.  When I called a
VW dealer and gave them my VIN, they said my car didnt show up in the
international database for Scirocco VINs, so he couldn't tell it I
qualified.  

Anyone know why my VIN would not show up?  (the dash VIN matches the VIN on
the door sill badge plate)
