Believe it or not, that's how the heat is supposed to work...

As for the hot air coming out the center with A/C.. my car did this when
I got it, fix was very simple and inexpensive - on the other side of the
firewall there's an inexpensive valve that allows coolant into the heater
core that always craps out.. replaced that and I was cool as a cucumber.
Somebody should be able to cough up a part number..
