I'm pretty sure that the KBB lists the retail price.  Just like the retail
price on a starter motor is not what you would normally pay at the discount
parts store, you would not pay the retail price at a dealer.  I am also
pretty sure that the retail price is used by the dealers as a reference to
what they pay for a car vs. what they sell it for.

That's how it works in the hobby shop where I work.  We pay some odd percent
off retail for an item, then when we sell it, we discount it at some other
percentage...
