no and no.  scirocco bumpers are plastic, so there were never any chrome
bumpers, but i think you could get chrome like strips in th bumpers instead
of the black rubber ones.  As for black with lights bumper, i don't really
know what you mean.  do you just mean bumpers with fog lights bolted on?  I
don't know that fogs were ever standard in north america, but seem to come
on a lot of overseas sciroccos with euro bumpers.  I don't know where you
live, so thats as much help as i can offer.
