How about encasing it in a small weathertight box? I saw something like this
in a Maritime catalog once while looking for block and tackle stuff. Even may
find a weather rated relay.

Here is a rethink; since it's not auto sound then maybe you'd want to keep the
relay inside the cabin somewhere and just run the switched power to the pump.
By replacing the wire for a larger gauge one as you suggest it should loose
less voltage over the run than the old wire that's been in there all this
time. Plus you'd be replacing the contacts in there at the same time, I'll bet
these are some of the problem as well.

Since I'm off and running with the fuel delivery tangent then how about the
filter(s) and pick up in the tank? Clogged? Gummy? 

The air leak thing is a probable cause as well.  Any way to get this thing on
a 'scope ?
