I can only speak for Washington. A friend of a friend is a State
Trooper and he tells me H4s are legal, any headlights other than
white headlights are illegal, including yellow. You cannot have more
than 4 high intensity bulbs on at any time.

Yuppers, you can have yellow fog/driving lights, but the so called
"bullet-lights" as he calls them (small high intense bluish lights)
are illegal.
