No GTX Sciroccos were offered in the US new
from the dealer. A GTX will have two red stripes
on the front grille, Euro (big) lights with the driving
lights inside the big lights, Euro turns, GTX side
"B" pillar badges, Euro taillights with the tail fog light,
Euro bumpers, No room for the US plate to fit top
to bottom, no big bumper holes (so US bumpers will
not fit), and the body kit is like a 16v's. The speedo
should be Km/h and the seat belt light on the dash
will not say 'BREAK" or "FASTEN BELTS."
The glove box will have a "GTX" badge on the lid.
You will note that the 16v GTX will have a small
"GTX" added to the rear badge cluster on the right side.

87 16v silver Scirocco "GTX" ->Mine has 90% of all that "GTX" stuff.

So what is your concern? that the car won't perform properly without these
bits? They are really minor things you could add after you bought the car
anyway.

Did he specifically say it was a GTX? if he didn't, most people just have
that badge (myself included) for that extra euro touch. if he said it is a
gtx imported from europe (for what reason i don't know), he would have to
take all the euro stuff off, and get the us spec stuff to have the car
legal here. and i'm not aware of any scirocco GTX ever offered in north
america. there was a scirocco GTI, but no GTX (anyone correct me if i'm
wrong)
