what tranny do you have in your car?  if you have the 86 GTI tranny
(3.67 final drive?), then you should use a speedo cable from that
transmission.  if you changed your final drive, you can swap the gear on
the speedo shaft for the correct one, you can get them from the dealer
(so i've heard).

another "jumping needle" cause is a sharp curve in the cable.  make sure
it's as straight as possible (if it curves, and yes i know it must
curve, make it as gradual as possible....).  if it's bent too sharply,
it will jump.  also, if you accidentally bent it while installing it, it
will always jump until you get a new one.
