Snap-on makes a wheel lock removal kit that uses a tapered cone within a tool
that looks like a socket.  This tool in hammered onto the wheel lock bolt and
then spun off with an impact wrench.  The tool is then placed in a vise and a
punch is used to pound out the wheel bolt (so you can re-use the tool).  Most
decent repair shops should have one of these kits.  HTH.
