Bad ground due to corrosion maybe. Pull out the bulb panel from the inside
of the hatch, and examine the connectors on the bulbs and to the panel itself.

If you see corrosion, clean it off and reattach the connector and bulbs and
see if it makes a difference. This happens when you have a crack in the
rear lens and water obviously gets in there.
