Another thing you have to remember is that even if you had the best
engineers and the best CAD and pre-production environment in the world,
you're never gonna know everything until the cars have been on the road for
a while. What's worse, it combines with what was mentioned below. In other
words, it becomes expensive very quickly to go making supposedly "minor"
tweaks to a system, especially when you can't fully justify it to
management. Saying that it will make another 1/2 hp. isn't enough to get
tens of thousands of dollars to re-design the assembly line, then take the
risk that you'll do something wrong and end up with a stalled production or
(*shudder*) a recall.
This is very similar to software design, which is what I do. No matter how
bad the original code is from a design standpoint, it's hard to justify
spending money if it doesn't present a _significant_ improvement to the
customer (who's paying for it, in the end, anyway).
