Fuel inj question



I have a friend with an 88 2.0 16v.  It has been acting strange lately.  The
car is hard to start and when it does start it stumbles for a little bit.
Also, above 4500rpm it stumbles.  Between 1500-4500rpm it is fine.  Also,
flames are visible from the exhaust.  The only change that was made was a
switch to Euro injection, but it didn't act that way right after the switch.
It has become increasingly worse lately.  He has done all of the "simple"
checks, plugs, wires, timing, cap and rotor.....  

When the Hall sender goes bad, is that how the car acts?  Any thoughts?
