You know I thought my rear wiper was like that too. 
(Only goes off when you turn off the car) First when I got the car, I
didn't even know how to work the rear wiper, but I figured out how to
turn it off. Push it in to turn it on and then do it again to turn it
off!
At least that's how it is in my car! :o)

Try it out!
