Drilling Bumper shocks

Hi, i drilled two holes into the bumper shocks today and when i pushed the
bumper in it only went in about a quater inch.  No fluid came out just some
compressed air.  Do i have to beat on the bumpers harder?  Where exactly do
you drill the hole?
