Sure they stretch, but I could turn some of the bolts with my finger, and
move the whole pully with my hands! Even the third time, the belts were
still more than twice the recommended slack according to my Chilton's
Manual (something like 5-10mm, if I remember).

One trip, I only got two blocks before I noticed a vaccuum hose had been
bumped off or forgotten or something (hey, is than noise MY car???). You
could hear it from the front counter of the
shop!

How could the mechanic have missed stuff like this??

Just as an FYI, new V belts will usually stretch somewhat..   I don't
know about missing bolts on the tensioners, but it's not uncommon to
have to re-tighten a new belt a week later...
