tach is off

hi all

I am just getting the 16v ready for storage and I was setting the 
timing Idle etc.  I hooked up my trusty multimeter tachometer thing.  
Since I bought the car I noticed it idled high.  Like 1100 or 1200rpm 
 I tried to find vacuum leaks  check the vacuum like 18psi pretty 
good I thought.  I checked the idle air stabilizer duty cycle it was 
also in speck like 27%.  I look on my multimeter idle between 900 
and 950rpm i look at the guage in the car 1150?? are these tach known 
to be off.  is it in the wiring or in the cluster??  I plan on 
changing the cluster anyway for a 160mph unit(any one have one they 
want to sell).
