You may remember when we had our mini scirocco list breakfast before the
SIR bug nationals, that with our group was Elliott, with his little blue
2.0L 16v rabbit.  He runs the same type of city lights you are talking
about, and they don't disrupt the beam at all, or not that i've noticed in
the many times if ridden or driven it.
