One of the two cables inside the seat back is broken. The only way to fix
this is to carefully pry open the little metal teeth at the bottom of the
seat back and take a peek inside. I got new cables from a Pick-n-pull to
fix mine but I'm sure there are other sources. You can easily reach up
inside to connect the new cables with a long nose pair of needlenose pliers
or make a tool out of a coat-hanger.
This is a go slow and think about it procedure because the seat material
will tear easily.
