yes and no

1) yes, If you have internet access through a separate provider then you
can access it using tcp/ip and ppp or a cable modem, etc.

2) no, if you upgrade to Mac OS 8.5 next month because PPP will be part of
ARA and not a separate control panel. The dialup function of TB2 4.5
incorporates ARA.
