I had exactly the same symptoms. The culprit for me was a corroded wire.
Check all the wires coming in and out around the area of your cold start
valve (notice that I am not saying "to the cold start valve" because I am
not 100% sure my corroded one went there; but it was in the vicinity of
the "passenger-side" of the intake).
I soldered it and everything was perfect. Look around and see if you can
locate a bad wire in your case.
Mine was really obvious when the temps outside were kind of low. Maybe it
is getting around 50s where you live?
