Cold start prob(revisited)

Hello again:

I received a control pressure regulator today to remedy my cold starting
problem, and at the same time, realized something; I didn't hear the 3
second buzz from the fuel pump when I turn on the ignition. 

I tried 3 relays, and none of them solved the prob. What could it be? I'm
beginning to get pissed off. I thought it was the ctrl press. reg., damn.
