That is your fuel pump pre-pressurizing the system. It is normal,
and I like hearing it to know it is working. However, if it get
progressively louder, it may indicate an immenint failure.

I'm not sure if this is common among all sciroccos, but whenever I
turn the key on my car I hear a loud buzzing sound coming from the
area where this accumulator would be. Does anyone else have this
happen to them? I was wondering if there was a way to dampen the
sound. Some times you can barely hear anything, then there are times
when it is so loud I can hear it over my stereo, as long as I don't
crank the stereo.
