Living in Europe and sometimes visiting Germany i might clear up. The 90hp
something Golfs and passats etc can go up to 200km/h in Germany. But it takes
some time to reach that. It is close to 120mph, a little more like 122mph i
think is more right. In difference, if you go from Sweden to Germany you notice
after one fuelfilling in Germany that the car is 5-10km/h faster. When you go
back to Sweden you notice that your car is as before. They have good gas in
that country. As from what i've learned, European cars usually have a little
more hp than american cars (same car) due to regulations. Those few more
horsepower is at the high end.
