Actually, I routinely do this after a purchase a car - it's fairly
simple.
If you're squeamish about doing it - make sure you note the original
position (of the allen wrench) - in case you want to restore it to the
pre adjust setting.
Assuming that other things are not screwed - you just turn the allen head
clockwise (slowly) until the idle speed stops advancing, then back a
quarter turn.

That tool is just a plug. pull it out then insert the allen wrench!!
Then after you adjust it (if you dare) make sure you get mixture
checked. But remember you should rarely have to adjust your mixture, so
maybe the problem is somewhere else.
