VW Sciroccos start great in cold weather. Having said that . . . .
Mu experience is limited to CIS 8V Sciroccos:
One problem I have had in the past is the warm up regulator. If it goes,
so does the cold start. Another possibility is the cold start valve
(which I believe controls the fuel line which goes into the passenger
side of the intake manifold.
As for testing these things, maybe a little help from the list?
