Id say there is more effort needed since there is more rubber down on the 
ground (from the 5" width to the 7"). For me, turning the wheel while 
stopped requires the most effort. Once im moving even at 1 mph or less, the 
steering gets much easier.

Going from driving my GLi (with P/S and 15X7"s) does kinda spoil me compared 
to my Scirocco ( without P/S but still with 15X7's). Its not that much of a 
hinderance. Like i said before, the only place I really notice it is when im 
parking it. Sure a little more effort is needed but thinking about putting 
6's or 5" wide wheels back on the car doesnt exist. 
So, to anwser your question is short form, "NO", its not that big of a deal.
